2007 – 2008 Board members:

Chapter President - Adnan E. Hamid, MBA, CPHIMS
Adnan is the I.S. Manager of Application Support and Project Management at Henry Mayo Newhall Memorial Hospital (217-bed facility) in Valencia, CA. He has over nine years of experience in healthcare industry with a complete focus on hospital information systems. He is working on the MEDITECH implementation project for the hospital. Previously, he was a Business Systems Analyst at Huntington Hospital (525-bed facility) in Pasadena, California where he assisted in the implementation of MEDITECH as well as Radiology (McKesson HMI) and Cardiology (GE Medical Systems)PACS. Prior to that, he was a Project Manager at Valley Presbyterian Hospital in Van Nuys, California. He has a B.Sc. in Biomedical Engineering from Boston University and a MBA concentrated in Healthcare from the Paul Merage School of Business, University of California, Irvine. Adnan is also a Certified Professional in Healthcare Information and Management Systems (CPHIMS).

Past President (2006-2007) & Chair, Nomination/Election Services Committee - Carlos E. Muñoz, RRT, MHA, FHIMSS
Carlos is the Manager for Clinical Performance Excellence at White Memorial Medical Center. He has over 20 years of experience in operational and clinical performance improvement. He is presently leading Clinical Quality initiatives, such as IHI 100K Lives Campaign, Pay for Performance, and is responsible for the medical center Quality Management program, clinical decision support and implementation of clinical best practices.

Previously Mr. Muñoz served as Privacy Officer, Regulatory Liaison, and Y2K Contingency Planning Manager for Huntington Memorial Hospital. Carlos worked as a Management Consultant for Southern California Healthcare System, supporting re-engineering, benchmarking activities, productivity studies and financial analysis for a five hospitals system.

Mr. Muñoz received a Master’s Degree in Health Care Administration, and a Bachelor’s Degree in Business Administration from Cal State University, Los Angeles. He is also a Registered Respiratory Therapist, and Neonatal-Pediatric Respiratory Specialist.

Carlos currently serves on the Board of Directors at Focus One Community Credit Union in Monrovia, California, and he is also an Examiner for the California Awards for Performance Excellence (CAPE).

Vice President, Finance - Brian J. Mattson, FHIMSS
Brian is Regional Account Executive, T System. Inc. He has over 28 years experience in information technology, new Product Development and Launch, Sales and Marketing, Project Management and Systems Implementation.

Previously, Mr. Mattson served as Vice President, Cient Services, Global Care Quest, Vice President of Sales & Business Development, Fletcher-Flora Health Care Systems, Business Development for Beacon Partners and Regional Account Executive for CTG HealthCare Solutions. He started his career as a Director of Patient Accounting, directing the implemention of the hospitals first HIS system.

Vice President, Administrative Services - Carl Hill
Carl Hill is currently President of Peak Consulting Group. He has provided consulting services to the health care industry for over 20 years. Mr. Hill has conducted a broad array of decision support, information technology planning and implementation, and operational and financial projects designed to provide hospital and physician practice management with pertinent information required for strategic and operational business decision making. Using IT to bring value to clinical and business processes is Mr. Hill’s expertise. During his career, he has differentiated his services by focusing on information use, benefit achievement and providing value to his clients. He is currently focused on providing meaningful and actionable information to decision makers from across their IT enterprise, when and where they need it.

Vice President, Advocacy and President-Elect- George Sheth, MBA, FHIMSS
George is Executive Director and Healthcare Practice Leader at General Management Resources, a retained executive search firm based in Southern California. Previously, he was a Strategy Consulting Principal focused on health plan IT strategy consulting within Kaiser Permanente's Information Technology division. Since the early 1980s, he has worked in managed care, provider practice management, new venture/product development, and information technology as a strategic management and business process consultant, project manager, and operations manager. Prior to Kaiser Permanente, Mr. Sheth held senior management roles in the national healthcare consulting practices of Capgemini (now Accenture) and IBM/PricewaterhouseCoopers. Before that, he started his career in operational management roles at Health Net and Maxicare Health Plans. His areas of expertise include strategic business planning and development and business process redesign; new venture and product development; as well as core managed care and provider practice management software selection, implementation, and project management. Mr. Sheth has been a leader in the application of technology to solve health plan strategic and operational issues and specializes in managed care claims processing, health plan marketing and product development, and e-Health strategy and implementation. George has a B.A. degree from Occidental College and graduated Summa Cum Laude from the University of Southern California with an M.B.A. in International Business.

Chair, Sponsorship Committee - Mr. Sam King, MPH
Samuel King is the Vice President of Analytical Services at e2e Analytix, Inc, an independent consulting firm. With over 18 years of experience in the healthcare industry, he is highly accomplished in financial and business analysis, project management, corporate performance management, healthcare informatics, healthcare information technology, decision support systems, data warehouse, business intelligence, medical management/clinical reporting, quality improvement and process redesign. He has extensive knowledge and experience in health plans, Medicare specialty plan, integrated delivery systems, hospitals, HMOs, MSO, medical group/IPA and hospitalist organizations. Previously, he held various management positions at Physician Weblink, SCAN Health Plan, Deloitte & Touche, Kaiser Permanente, and Blue Cross and Blue Shield.

Mr. King holds a Master of Public Health (MPH) degree from the University of Hawaii at Manoa, a Master of Business Administration (MBA) degree from the University of California, Irvine. He is a Certified Professional in Healthcare Information and Management Systems (CPHIMS), a Certified Professional in Healthcare Quality (CPHQ), and a Certified Senior Project Manager (CSPM). He is an adjunct faculty of Chapman University.

Mr. King is a founding and Executive Committee member of Dean’s Leadership Circle, the Paul Merage School of Business, UC Irvine. He also serves as the Marketing Chair for the group. He has been an executive mentor for first year MBA students at the school since 2004. He has memberships in Healthcare Finance Management Association, Healthcare Information and Management Systems Society, and Healthcare Data Warehousing Association. He is also a member of the Gerson Lehrman Group Councils, the global networks of executives, physicians, scientists, engineers, attorneys, and other professionals who deliver expertise and decision-making assistance to business, government and investment leaders from around the world.

Humberto Quintanar is a senior Level seasoned Information Systems executive, with a unique background of over 24 years of IT Management and Business Consultancy experience in: Development of Enterprise Business Strategy, Implementation of Enterprise Change Management and Business Processes Reengineering, Merger/Integration and Technology Development, Implementation and Rollout. Experienced as a Project and Relationship Manager in consulting services across diverse groups of tax, audit and consulting practices with Big 5 accounting firms and other large consulting organizations.

Meeting Transcripts - Raymond D. Aller, M.D., FHIMSS
Dr. Aller has long focused on a practical approach to clinical systems, change leadership, clinical vocabularies, and integration of disparate systems. He has worked with information systems since 1966, and medical information systems since 1974. He is a 20-year member of HIMSS, has presented seminars at several annual and local HIMSS conferences, and has served as Chair of the HIMSS Standards Task Force, as well as on the HIMSS national Membership and Marketing Committee and the Clinical Systems Advisory Board. He is Fellow of both HIMSS and of the American College of Medical Informatics, and was named the 2005 Honorary Fellow of the Association for Pathology Informatics. Dr. Aller has served on the Board of Advisors of the Association of Medical Directors of Information Systems for the past several years. With a circulation of 55,000 physicians, scientists, technologists, and informatics professionals, his monthly information technology columns (in the CAP Today magazine) and articles have guided usage of clinical systems for over two decades. He has served as a member of the LOINC Committee, the SNOMED editorial board, as chair of the Cerner Pathnet Users Group, and as chair for four years of the Sunquest User's Group. After 26 years of practice of clinical pathology with emphasis on informatics, he is now practicing public health. As Director of Bioterrorism Preparedness and Response in the Acute Communicable Disease Control Program of Los Angeles County Public Health, he is responsible for 10 million patients - disease surveillance, information technology, and response systems to prepare for both naturally occurring (such as SARS or bird flu) and manmade (such as a bioterrorist incident) public health emergencies. Dr. Aller is strongly committed to the standards-based, secure integration of healthcare information systems across the continuum, including ambulatory settings, hospitals, long term care, homecare, and public health agencies.

Angela Rivera has over 14 years of experience servicing the healthcare industry. Since July 2000, Ms. Rivera has served as Western Region Account Executive for CTG HealthCare Solutions responsible for business development and client relationships in nine western states. In this role, Ms. Rivera develops and maintains strong and effective relationships with current and potential key and strategic clients in pursuit of CTGHS’ healthcare consulting solutions including: Strategic, Clinical, Financial and Advanced Technology services. Prior to joining CTG, Ms. Rivera was West Region Account Director for Healtheon/WebMD where her focus was supporting hospitals and medical groups with physician deployment efforts of Information Technology. Ms. Rivera also served as Manager of Corporate Communications with responsibility for Investor Relations, Public/Media Relations, Marketing and Advertising for a publicly traded national physician practice management organization. Residing in San Diego, California, Ms. Rivera has been a member of the American College of Healthcare Executives (ACHE), Medical Group Management Association (MGMA) and Healthcare Information Management Systems Society (HIMSS) and currently serves as the Southern California HIMSS San Diego Program Chair.

Jack Flaherty, Vice President, Program Services
Jack Flaherty is a Senior Manager in Deloitte & Touche’s Audit and Enterprise Risk Services Practice for the Pacific Southwest. Specializing in the Health Care and Life Sciences industries, he consults and audits health care providers, payers and biotechnology companies on projects relating to information security, systems implementation & change management, risk management, contract risk compliance and business process re-engineering.

Mr. Flaherty has extensive experience managing cross-functional operational and clinical information system controls audits. In his role, he is responsible for managing Health Care industry specific internal and external information technology and clinical information system audits. For both public and private clients, he regularly assists with the implementation and assessment of internal controls for their business processes, IT infrastructure, financial reporting and corporate governance. (i.e. Sarbanes-Oxley Act)

Mr. Flaherty obtained his Bachelors of Business Administration from Marist College and his Master of Business Administration from Pepperdine University. He is a Certified Information Systems Audit (CISA) Prior to joining Deloitte, Mr. Flaherty worked for Morgan Stanley and Sempra Energy Trading Company on their respective Interest Rate Derivatives and Energy Derivatives trading desks.



Zahid Masood, Chair, Awards/Social Committee
Zahid Masood is a Practice Director with WTC, Inc., and has 24 years of data networking and telecommunications experience. He specializes in work with healthcare, higher education, and public sector involving design analysis, management, and implementation of data, imaging, and voice systems. Mr. Masood’s experience includes assisting clients with XoIP initiatives with alternative designs, contract negotiations, design management, and deployment strategies.



Paul Salmon
Paul Salmon is a proven, seasoned Healthcare Information Technology professional, with over 20 years of experience in the field. He has worked in many large diverse settings, including Health Plans, Hospitals, HMO / PPO’s, and Medical Groups, addressing the specific information systems needs within each entity. He has also worked in a wide variety of corporate environments, to include consulting, private industry, and vendor organizations.
Paul is currently serving as a Managing Partner at NeXtgen Innovation (NXI) a management consulting firm specializing in strategic planning, revenue enhancement and operational cost reductions for mid sized companies. He also services on the 211 Orange County board.
